Several years ago, 1982 to be exact, Toby Hoy became a part of the Boy Scouts of America when he joined Pack 1 at the Zion United Church of Christ in North Canton, Ohio. On completion of his Cub Scouting career and having earned the Arrow of Light, Toby became a Scout in Troop 1 at Zion UCC. As a Scout, Toby made it to the rank of a Life Scout, earning his 5th year Pipestone Camp Honor Award. He served on the Staff at Seven Ranges Scout Reservation in 1992. He was also a part of the Troop contingent that canoed the waterways of the French River Basin from the Tinnerman Canoe Base in Canada.

In 1995 Toby joined the ranks of Adult Scout Leaders and became an Assistant Scoutmaster for Troop 1. He held that position through 1999. Currently, on the unit level, he serves as the Chartered Organization Representative for Venture Crew 9. He has been more than busy with his Scouting activities at the District and Council levels. He has been a merit badge counselor for over seventeen years, and currently counsels Communications, Personal Management, Public Speaking, and Salesmanship Merit Badges. Toby is also a volunteer at our Council camps as a member of the Busy Beavers, joining that group in 2007, and currently serves as the administrative coordinator for the Good Turn Program in the Buckeye Council.

At the District level, Toby has served as the Popcorn Chairman for two years and was a District Chairman for another two years, serving on the Council’s Executive Board during this same time frame. He is currently serving the Hetuck District as one of its Vice Chairman.

Additionally, Toby is willing to share his Scouting experiences and knowledge with others and has been an Instructor at the Baden Powell Institute the past three years, and is also a member of the Council’s Training Committee. He is currently the Course Director for the Council’s EDGE training course and has also instructed at Pow Wow, Baloo, and OWL. In 2012, Toby helped staff Wood Badge course C-4-436-12.

Toby earned his Scout Training Award in 1996 and was also recognized for his leadership and volunteering efforts with the District Award of Merit in 2008. He is also a James E. West Fellow, earned his Wood Badge beads as a member of the Eagle patrol from course C-22-10, and received the Silver Beaver award in 2013.

Outside of Scouting, Toby is the Executive Vice President and Chief Operating Officer of Residential Bancorp. In his spare time he is an Adjunct Faculty member at both Ashland University and Stark State College. Toby is on the Education committee of the Ohio Mortgage Bankers Association and is a member of the Stark County Association of REALTORS, serving on the "Have a Heart" Benefit Committee which has raised over $850,000.00 for local housing agencies. He also serves as a Homeownership Counselor for the Stark County Out-of-Poverty Partnership and the Stark County Metropolitan Housing Authority.
